PROFILE:

The Uganda Government and Allied Workers Union is a trade union which organizes most categories of Uganda government public sector workers in the following areas: 

  • Government ministries except the armed forces under the Ministry of Defence.
  • District Local Government Public Servants in all the 101 districts of Uganda.
  • Municipal and Town Councils
  • Uganda Revenue Authority
  • Uganda Forestry Authority
  • Public Service Commission
  • Judicial Service Commission
  • Human Rights Commission

UGAWU

SECRETARIAT
The Secretariat which is headed by the General Secretary is charged with the day today operations of the union, and it provides the central point of contact for the members and others. It is responsible for documentation, initiation and organization of the union’s programmes / activities through its established departments.

AIMS AND OBJECTIVES
The aims and objectives of the union are largely:

  • To safeguard, promote and uphold the dignity, morals, efficiency and the good name of the Public Service at all times.
  • To promote the interests, rights, powers and privileges of those suggested in the service of the Government of Uganda, to improve their economic status, to enforce and defend or assist in asserting such rights of such persons aforesaid as a group.
  • To co-operate and / or affiliate to or be affiliated with other similar organizations within and outside Uganda with a view to common, uniform or joint actions and functions on matters of common interest whenever or desirable.
  • To provide a machinery for negotiation between the workers and the government with a view of obtaining just and proper rates of wages, salaries, allowances, working hours, all types of leave, training facilities and opportunities, terms and conditions of service.
  • To provide the settlement and handling of grievances between the workers on one hand and between workers and management on the other hand.
  • Generally to safeguard the interests of the members of the union including their right to strike whenever necessary.

STRATEGIES

  1. To inculcate and facilitate freedom of association, facilitation of workers to interact among themselves and other trade union  members within the trade union, fraternity through meeting conferences, workshops and seminars to share knowledge and experiences at work places.
  2. To organize training / seminars / workshops / conferences and study circle groups to sensitize the workers in order to empower them in the fight for their rights.
  3. To publish and distribute relevant materials, information and literature to the union members in order to enable them acquire relevant skills in their respective areas.

MEMBERSHIP
All workers in the Uganda Public Service and allied services under chapter 4 article 29 (e) and 40 (3) (a) of the Constitution of the Republic of Uganda 1995, are eligible to join the union as members irrespective of race, religion, sex, creed or profession.

HOW TO BECOME A MEMBER OF THE UNION
A public officer on completion and signing of a declaration form automatically becomes a member of the union.  The member subsequently enters the check off system of the union whereby he/she will be contributing monthly 2% from his salary to the union.

FUNDS OF THE UNION
Uganda Government and Allied Workers Union is funded by:-

  1. Membership fees and subscriptions.
  2. Donations, subscriptions, grants, bequeaths, etc.
  3. Proceeds from fund-raising activities.
  4. Sales of publications, assets and income generating projects, etc.

AFFILIATION
Uganda Government and Affiliated Workers Union is affiliated nationally to the National Organization of Trade Unions of Uganda (NOTU).  Internationally it is affiliated to the Public Services International (P.S.I) of Paris - Geneva.  The Union also, through NOTU is working in a tri-partite arrangement with the International Labour Organization (ILO) and other international organizations with similar labour-related interests.

BENEFICTS AND SERVICES OFFERED TO THE MEMBERS
Improved terms and conditions of service, through collective bargaining with the government and other employers:

  1. Grievances are handled by or through the union.
  2. Education, sensitization, trainings are offered or facilitated through the union.
  3. Protection against unfair and arbitrary treatment in the service e.g:
    •   Discrimination
    •   Inadequate remuneration
    •   Stagnation without promotion
    • Dismissals
    • Treatment, including several harassment
    • Suppression
  4. Enjoy solidarity and unity with other workers in the world through seminars, workshops, study tours, study circle groups, conference, fellowships / scholarships / symposia and networking.
  5. Mobilization of public officers as a unit of strength and professional group.
